This is my site and my awards so it is in my discretion to deny some sites from entering in the competition simply because I don't like it.
As usual, sites should be written in English and those with pornographic, illegal or offensive content will not be accepted. Same goes for those offering prescription drugs, mortgage loans and gambling.
Submit a working email address. That's the only way I can reach you.
You must nominate your own site. A confirmation email will be sent to your inbox to verify that you are the owner of the site and want to enter in the competition. You must confirm your site before it can be listed as one of the nominees in the preliminary round.
Enter as many of your sites as you want but remember, one category per site only. If I feel like your site is better suited on another category, I can change it.
All sites joining the competition will go through a selection process and will be judged based on content, design, functionality and personal preferences. Only 3-5 finalists for each category will be chosen. If there aren't enough finalists, the category will be removed and no winner will be announced and awarded.
Winners will be determined by votes. In voting, vote once per category. If someone is caught voting more than once in the same category or for the same site, the site or sites involved will be penalized -5 votes per incident or will be disqualified (whichever I prefer).

Winners of each category will win an award crafted in Adobe Photoshop. Their link will be displayed forever in the Winners section. They will also be plugged for a month in all the pages of Blinding-Light.COM, a site that has over 10,000 hits every month so you can be sure it can direct a lot of visitors your way.
One lucky voter, chosen using a raffle script I coded, will also be plugged for a month in the main page of Blinding-Light.COM.
